The Future Is Not Inevitable. Who Decides What Comes Next?

We talk about the future as if it is a place we are all traveling toward together. Artificial intelligence will transform work. Automation will eliminate jobs. Data centers will spread across the country. Cities will become smarter. Cars will drive themselves. Algorithms will know more about us. Climate change will reshape where and how we live. Robots will become part of everyday life. Some of those predictions will probably turn out to be true, while others will look ridiculous in twenty years.

But there is something strange about the way we talk about all of them. We talk about the future as though nobody is making it. Technology advances, markets change, industries evolve, and society adapts. We are told what is coming and then asked whether we are excited or frightened about it, as though those are our only choices.

That is not how the future works. Someone decides where a data center will be built and how much water or electricity it can use. Someone writes the regulations governing artificial intelligence. Someone determines whether workers displaced by automation receive assistance or simply lose their livelihoods. Someone owns the robots, servers, algorithms, patents, and infrastructure. Someone decides what information companies can collect about us and what they are allowed to do with it.

Governments make decisions. Corporations make decisions. Investors, engineers, courts, consumers, workers, and communities make decisions. Sometimes nobody deliberately chooses the larger outcome at all. We allow thousands of smaller decisions, incentives, technologies, laws, investments, and business practices to accumulate until they create a system that becomes extraordinarily difficult to change. Then we look at the system we built and call it inevitable.

It wasn’t.

The Future Has Always Been Built

Every generation has lived through technological changes that seemed capable of remaking society. The steam engine transformed production and transportation. Railroads changed commerce, migration, cities, agriculture, and even our understanding of time. Electricity transformed homes and factories. Automobiles reorganized entire communities. Radio and television changed politics and culture. Computers transformed offices and industry, and the internet changed communication, commerce, media, education, relationships, and access to information.

The technology itself never determined the entire outcome. Consider the automobile. Inventing cars did not require the United States to build communities where owning one became practically necessary. Governments invested enormous amounts of public money in highways and road systems. Zoning decisions separated homes from workplaces, shopping, and other services. Public transportation received different levels of investment in different communities. Developers built around the transportation systems that existed, and consumers made choices within the environment those decisions created.

The result feels natural to us now because most of us were born into it. It wasn’t natural. It was built through decades of public policy, private investment, individual choices, technological development, and cultural change.

The internet offers another example. There was nothing inherent in the invention of computer networking that required the future internet to be dominated by a relatively small number of enormous corporations whose business models often depend on advertising, data collection, behavioral prediction, or control over digital platforms. Those arrangements developed through a combination of technological innovation, entrepreneurship, consumer behavior, investment, government policy, regulatory choices, mergers, intellectual property law, and decisions about what kinds of business practices society would tolerate.

We did not simply discover the digital world. We designed it, commercialized it, regulated parts of it, neglected other parts, and handed control of much of its infrastructure to private companies. By the time many of the consequences became obvious, some of those systems had become so embedded in ordinary life that changing them was considerably harder than it would have been when they were first developing.

Now we are doing it again. This time, however, some of the technologies are developing faster, many of the companies involved are already enormously powerful, and decisions being made over the next several years could shape daily life for generations.

Technology Is Not Policy

One of the most important distinctions we can make when talking about the future is the difference between what a technology can do and what society chooses to do with it. Artificial intelligence can automate certain kinds of work, for example, but that does not tell us what happens to the worker whose labor is no longer required. Those are two different questions, and we should stop treating the answer to the first as though it automatically answers the second.

Imagine a company introduces an AI system that allows the same amount of work to be completed with half as many human labor hours. The company could eliminate half of its workforce and distribute the increased profits primarily to owners and shareholders. It could retain the same workforce and shorten the workweek. It could produce more with the same number of employees, raise wages because each worker has become more productive, or lower prices. Workers could have ownership stakes and participate directly in the productivity gains. Governments could tax some of the increased profits and use the revenue for public services or assistance to displaced workers.

The technology did not choose among those outcomes. People, institutions, laws, and economic systems did.

The same principle applies to surveillance technology. Facial recognition can be used to help find a missing child or to track political protesters. A sophisticated medical database can help doctors identify dangerous drug interactions, while a similarly powerful collection of personal data can allow companies or governments to make increasingly invasive judgments about individuals. A drone can inspect a damaged bridge, deliver medicine to an isolated community, monitor a farm, follow a person without their knowledge, or carry a weapon.

Technology changes what is possible. Politics, economics, law, culture, and power help determine which possibilities become normal.

That distinction is going to become increasingly important because we are entering a period in which people will repeatedly be told that technological capability itself settles the argument. The fact that we can do something can very quickly become an assumption that we are going to do it. Those are not the same statement, and there should always be room for another question: Should we?

Someone Owns the Future

There is another part of this conversation that gets surprisingly little attention. Technology is not floating around in the air. Someone owns it. Companies own data centers, semiconductor factories, patents, cloud infrastructure, fiber networks, satellites, software, artificial intelligence models, and enormous collections of data used to build and improve digital systems.

Increasingly, a relatively small collection of corporations owns several layers of this infrastructure at once. That matters because the companies building much of the future are not public charities. That is not an insult or an accusation. It is simply what corporations are. They have investors, competitors, expenses, strategies, legal obligations, and powerful incentives to produce returns.

Sometimes corporate incentives align beautifully with public interests. A company invents something useful, people voluntarily buy it, the company makes money, workers earn wages, investors receive returns, and society gains a valuable product. There is nothing inherently sinister about that process.

Sometimes those interests do not align. A company may benefit financially from collecting more information about people than those people would voluntarily reveal if they fully understood the system. A platform may profit from keeping users engaged even when the methods used to maximize engagement make the experience worse for them. A technology company may benefit from building infrastructure in a place where the public absorbs some of the environmental or infrastructure costs.

That does not automatically make the company malicious. It means incentives matter, and this is why Who owns it? needs to become a normal part of conversations about the future. So does the equally important question of who ultimately receives the benefits.

The Future Has a Physical Address

The digital future is often described as though it exists somewhere above us. We even call much of it “the cloud,” a term that makes an enormous physical system sound almost weightless.

It isn’t. Our digital world requires buildings, land, electricity, water, transmission lines, fiber-optic cables, cooling systems, generators, semiconductors, metals, concrete, batteries, roads, warehouses, and workers. Artificial intelligence requires tremendous computing infrastructure, and that infrastructure has to exist somewhere.

Increasingly, communities across America are discovering that the future may arrive in the form of a construction project down the road. A company announces a major data center or industrial development. Local officials see investment, construction, tax revenue, prestige, and potential jobs. Residents may see those things too, but they may also wonder about electricity demand, water consumption, noise, environmental effects, tax incentives, land use, infrastructure costs, and what happens if the promises do not match the reality.

Both perspectives can be reasonable. The mistake is assuming that technological development itself settles the argument.

A community asking questions about a data center is not necessarily anti-technology. Residents asking how much water a facility will use are not standing in the way of progress. A city asking whether tax incentives are justified is not rejecting economic development. These are exactly the questions communities should ask because technological infrastructure exists in actual places inhabited by actual people. Whatever benefits the infrastructure may eventually provide to millions of people elsewhere, its local costs do not disappear.

The future has a physical address, and the people already living at that address deserve a voice in what happens there.

Progress for Whom?

The word progress deserves considerably more scrutiny than it usually receives. We tend to assume that technological advancement and social progress are essentially the same thing, but history gives us little reason to believe that one automatically produces the other.

A society can become extraordinarily technologically sophisticated while becoming more unequal, less democratic, more surveilled, more environmentally destructive, or less secure for ordinary people. It can also use technology to become healthier, safer, wealthier, more accessible, more educated, and more free. Technology increases human capabilities, but what those capabilities produce depends partly on the society using them.

This is why asking whether artificial intelligence is “good” or “bad” is not particularly useful. Electricity is not good or bad. The printing press was not good or bad. The internet is not good or bad. Each dramatically expanded what human beings could do, and human beings proceeded to do both wonderful and terrible things with those capabilities.

The more useful political question is how the benefits and costs of new capabilities are distributed. Suppose artificial intelligence eventually produces enormous economic gains. That would be genuine progress in one sense because we would have figured out how to produce more goods and services with less human labor. Now imagine that nearly all of those gains went to a small group of people who owned the technology while millions of workers lost their incomes.

Would that be progress? Technologically and economically, perhaps. Socially, the answer becomes considerably more complicated.

A technology that increases society’s total wealth while making most people less economically secure has not necessarily created a technological problem. It may have exposed a distribution problem, and distribution problems are questions societies can make choices about.

We Have Been Here Before

Industrialization produced astonishing increases in human productivity. It also produced factories where adults and children worked extraordinarily long hours under dangerous conditions. Those working conditions were not an unavoidable requirement of industrial technology. They existed because the economic, legal, and political systems surrounding the technology allowed them.

Workers organized. Unions formed. Governments eventually enacted workplace safety regulations, child labor restrictions, wage protections, and limits on working hours. None of those reforms stopped industrialization. They changed the terms under which industrialization occurred.

That distinction matters enormously now because there is a tendency to frame regulation as the enemy of innovation, as though society must choose between technological advancement and public oversight. History suggests otherwise. Building codes did not end architecture. Food safety rules did not end restaurants. Aviation regulation did not end commercial flight. Traffic laws did not destroy the automobile. Workplace protections did not eliminate factories.

Good regulation can certainly fail. Bad regulation can protect established companies from competition, become outdated, produce unintended consequences, or smother useful experimentation. Governments are entirely capable of getting these things wrong, and regulation should be scrutinized just as closely as corporate behavior.

But the answer cannot be that technological change should therefore proceed without democratic oversight. In fact, the more powerful a technology becomes, the more important questions of accountability become.

When the People Making the Decisions Don’t Live With the Consequences

One of the most important power imbalances in conversations about the future is that the benefits and costs of technological development are often distributed among different groups of people.

Investors may receive profits. Consumers may receive useful products. A city may receive tax revenue. A company may gain access to inexpensive land or energy. Workers may receive jobs. Nearby residents, meanwhile, may experience increased traffic, noise, higher utility demand, environmental effects, or changes to their community.

None of those outcomes automatically makes a development good or bad. The problem comes when one group gets to make the decision while another group is simply expected to live with the consequences.

This happens far beyond technology. A factory closes because executives hundreds of miles away decide relocating production will increase profitability. A neighborhood changes because investment firms purchase large numbers of homes. A rural community is transformed by an industrial project negotiated largely between corporate representatives and local officials. An algorithm determines whether someone receives an interview, a loan, additional scrutiny, or access to a service even though the person affected may have no idea how that decision was made.

In each case, the people with the greatest power over a decision are not necessarily the people with the greatest stake in its consequences. That is not primarily a technology problem. It is a problem of power and democratic participation.

Democracy Has to Move Faster

Democratic government has one enormous disadvantage when dealing with rapidly developing technology: it is slow. Legislation takes time. Regulators need information. Courts often respond to disputes only after they occur. Public understanding develops gradually, and politicians may know far less about emerging technologies than the companies developing them.

Technology does not wait politely for everyone to catch up. By the time governments decide how to regulate a new industry, companies may already have invested billions of dollars, millions of people may depend on the product, and entire business models may have developed around practices that were never intentionally approved by anyone. At that point, regulation becomes much harder.

We have already seen versions of this problem with social media, online privacy, gig work, cryptocurrency, facial recognition, and digital advertising. Artificial intelligence dramatically increases the stakes, but the answer cannot be for governments to attempt to predict every possible use of AI and regulate it before anyone invents it. That would be both impossible and potentially destructive.

What democratic societies need are better mechanisms for responding to technological change while it is happening. We need technologically literate lawmakers and regulators who understand the industries they oversee. We need independent researchers who can examine systems without depending entirely on the companies building them. We need transparency and meaningful whistleblower protections. Communities need access to reliable information and genuine public hearings before making enormous infrastructure commitments.

Most importantly, ordinary citizens need to believe that these subjects belong to them too. Too many conversations about technology are treated as though they belong exclusively to engineers, investors, executives, futurists, and government officials. Technical expertise matters enormously, but the social consequences of technology belong to everyone who has to live with them.

We Should Be Suspicious of Both Utopias and Apocalypses

There are two easy ways to talk about the future. One is utopian. Artificial intelligence will cure diseases, eliminate boring work, accelerate scientific discovery, personalize education, solve enormous engineering problems, make governments more efficient, and create unimaginable prosperity.

The other is apocalyptic. AI will eliminate everyone’s jobs, destroy human creativity, produce uncontrollable weapons, create a surveillance state, spread misinformation, concentrate wealth, and perhaps eventually decide it doesn’t need us at all.

Both stories get attention because both are dramatic. Reality will probably be considerably messier.

Some technologies will improve our lives, and some will create new problems. Some jobs will disappear while others appear. Some companies will behave responsibly, and others will exploit every loophole available to them. Some regulations will work, while others will fail spectacularly. Some communities will benefit enormously from new infrastructure, while others may discover that they accepted costs they did not fully understand.

Most importantly, none of this will happen evenly. There will not be one universal “AI future” or one moment when society suddenly crosses from the old world into the new one. There will be millions of decisions made by millions of people and institutions over many years.

That is actually good news because decisions can be challenged, revised, regulated, reversed, and replaced.

We Are Allowed to Want Technology and Question It

One of the reasons I want to approach this subject differently is that criticism of technology is too often treated as rejection of technology. I don’t want to reject it. I want better technology and better decisions about how we use it.

I want AI that helps scientists understand diseases faster. I want robots doing dangerous jobs that currently injure human beings. I want technology that helps people with disabilities live more independently. I want better energy systems, safer transportation, more efficient agriculture, better medical diagnostics, easier access to education, and tools that make ordinary people’s lives less difficult.

I also want to know who owns those systems, what information they collect, what resources they consume, what happens to displaced workers, how much political influence their owners possess, and whether communities have any meaningful say in how they are built. Those positions are not contradictory. In fact, I think they belong together.

We should be able to look at a remarkable new technology, appreciate what human beings have accomplished, and then talk seriously about the rules. We should be able to celebrate innovation without surrendering our right to govern ourselves.

The Future Is Political

When people hear the word political, they often think partisan. That is not what I mean when I say the future is political.

Politics is how societies decide who has power, what rules govern that power, how resources are distributed, which rights are protected, which risks are acceptable, and who gets a voice in decisions affecting everyone else. In that sense, artificial intelligence is political. Energy infrastructure, water, automation, privacy, housing, transportation, climate adaptation, and the ownership of essential infrastructure are political.

That does not mean Democrats should have one position and Republicans another. It means these are questions about how we organize society. Leaving them entirely to markets is itself a political decision. Leaving them entirely to government would be another. Allowing a handful of companies to establish the rules before anyone else understands the technology is another. Even doing nothing is a choice with consequences.

None of this means everyone gets an equal vote on every technical question. I don’t want a public referendum determining how an engineer designs a semiconductor or how a surgeon uses a medical device. Expertise matters. So do entrepreneurship, scientific freedom, competition, private property, and the ability to experiment with new ideas.

But expertise is not the same thing as democratic authority. A technology company may know far more than the public about how its artificial intelligence system works, but that does not mean the company alone should decide whether employers may secretly use that system to monitor workers. Engineers may know far more about facial recognition than legislators, but that does not mean engineers alone should determine when police can use it. A corporation may know precisely how much water its facility requires, but that does not mean the corporation alone should decide whether a community can afford to provide it.

Experts should help us understand what can be done and what the likely consequences are. Society still has to decide what should be done. That requires government, businesses, researchers, workers, communities, journalists, and citizens participating in different ways.

We Are Not Passengers

This is the idea I want to carry through everything we explore in The Future: we are not passengers being transported toward a predetermined destination called 2040. There is no single future waiting for us. There are possibilities, and many of them are already being shaped by decisions being made right now.

Some futures are already being built. Others are being funded. Some technologies are being regulated, while others are being quietly normalized before most of us notice them. Some will fail. Some will become so ordinary that our grandchildren will have difficulty imagining life before them.

We should absolutely ask what is coming, but that cannot be the only question. We should ask who is building it, who owns it, who profits from it, who pays for it, who bears the risks, who writes the rules, who gets consulted, and who gets ignored. We should pay particular attention when we are told that something is inevitable, because inevitability is a remarkably convenient argument for anyone who has already decided what they want to build.

The future will contain technologies we cannot yet imagine and problems we have not anticipated. We cannot control all of it, nor should we try. There is an enormous difference, however, between accepting uncertainty and surrendering agency.

The future is not something that simply happens to us. It is something human beings build through millions of choices about technology, economics, government, ownership, rights, resources, and power.

The question is not whether the future is coming.

It is whether the rest of us are going to have a meaningful say in what it becomes.
